I have discussed the problem informally with Mr Wright, who
gave Mr McDonald good confidential reports when he was himself D.P.W.
in the late '60s. His view is that Mr McDonald is young, diligent,
honest, but not very forceful. He believes that his main problem
would be, as an architect, to keep control of the engineers, who are
very powerful in the P.W.D. I said this was more a matter for the
Governor than for us. I was primarily concerned at this moment
about whether Mr McDonald had the administrative capacity to hold
his department together if the Anti-Corruption Commission cleared
out a number of the senior staff, and the authority to see to its
morale in the same circumstances. Mr Wright was a bit hesitant
about this, but said he thought he would do. I think it is a point
worth putting gently to the Governor and have drafted accordingly.
