LETTER FROM DR. S Y CHUNG

The Hon. Dr S Y Chung has written to Mr Royle, enclosing
an extract from a speech which he made in Legislative Council on
31 October.
2. Dr Chung thinks that Hong Kong should have a more direct
voice in HMG's policy. He accordingly proposed in his speech
that "the Hong Kong Government consider nominations to the Crown
for appointment as life peers of prominent Hong Kong people who
can ably speak on our behalf in the Upper House".

Mr Royle considers that such a proposal has merit in
principle, and we could well bear it in mind. It would, however,
as he had said, be difficult in practice to find a suitable Hong
Kong candidate or candidates so distinguished above all others
as to avoid arousing jealousies in Hong Kong.
4.
In the circumstances the most we can say to Dr Chung is
that Mr Royle has noted his ideas with interest.
