LIFE PEERAGES FOR HONG KONG

1. When I composed my minute of 11 December, I inadvertantly omitted the following paragraph, which should have come between paragraphs 5 and 6:-

"If there were a worthy individual in Hong Kong (a British subject) who merited the honour of a peerage, then the Governor and the Secretary of State could no doubt invite the Prime Minister to consider the matter. If a Hong Kong worthy was given such an honour, I dare say other territories might wish to see their own worthies similarly honoured.'
