1. I attach a letter from Mr Diamond Yun, Chairman of the Party of Liberation and Democracy, addressed to the Prime Minister. Although it does not say it is a petition, it seems to have the attributes of one. As you will see, it asks for internal self- government for Hong Kong and, in a rambling way, makes various criticisms of colonial rule.
2. We should be glad if you would inform Mr Yun of the correct method of transmitting his petition, through the Governor to the Secretary of State. If he returns to the charge, doubtless you will be letting us have your views on how the petition should be dealt with.
