The Political Department here have sug ested that you may be interested to have a copy of the enclosed report by the Information Officer at the Hong Kong Government Office.
The report is two years old but has now been approved by the Hong Kong Government. You will observe that approval in principle has been given to the establishment of branch offices in Liverpool and Edinburgh. I am sending a copy of this letter and its enclosure to Whfield at the Home Office.
