(a) The statement attributed to Mr. PAO that "good quality foreign officers holding equivalent qualifications to our own are available in Hong Kong" must be queried. There are no such officers seeking employment in the Colony. Obviously however, and should our menning requirements be liberalised, then a greater potential supply of officers would become available from other countries, thus increasing an owner'a chances of recruitment.
