Thank you for your letter of 16 September (CR 14/5061/70) to hichael Laird, who is on leave.

As you will by now know, Standen, the Assistant Secretary in charge of the Folicy and General Branch of the Marine Division of DTI, proposes to fly to Hong Kong at the end of this week to discuss the whole matter. We hope that this will enable Hong Kong and the DTI to understand each other's problems better. I do not think we can take things further at this end until Standen reports. The talks he has in Hong Kong will, I am sure, be reflected in the paper submitted to the Prime Minister.
