correspondence I have seen to the strong criticism
that can be expected of Hong Kong registration and
relaxation of manning requirements that are likely
to come from the Merchant Navy Officer associations
in this country and the National Union of Seamen.
It will of course be necessary, in accordance with
normal practice, for both sides of the shipping
industry here to be consulted in advance about changes
in present arrangements.
(a) Effect of Order-in-Council:
If a Hong Kong Register were to be established
by Order-in-Council, would there be a continuing
right of veto by HMG in respect of any local
regulations and requirements that might be promulgated
with regard to the operation of the Register?

deterioration in standards and requirements.

we can expect continual pressure upon us to agree to
changes this which may well be a source of irritation
over the years. I remain suspicious about the continued
pressure from Mr Pao and other shipping interests in
Hong Kong for a separate Hong Kong Register when the
material concessions they require could be conceded
without such a Register being set up.
