1. In Hong Kong telegram No 1139 the Governor asks for information on the DTI minute to the Prime Minister. The position now rests with the Prime Minister's minute to Mr Heseltine of 24 November. This tells the DTI to think again.
2. I have consulted Private Office who consider that, in the special circumstances of Hong Kong and of Sir Murray MacLehose's position there, we can tell him what has happened on a No Distribution basis and for his own back- ground information.
