Further to our telephone conversation yesterday, I am enclosing a copy of the speech which Y K Pao gave earlier this month to the Foreign Correspondents Club in Hong Kong. You will see that he envisages going a lot further than the Hong Kong Administration would wish to do with regard to relaxing requirements for manning, certification, equipment of ships, crew accommodation, etc, and indeed it rather looks as if he has in mind a flag of convenience rather on the lines of Singapore. This, I think, reinforces the need for caution which was well expressed in the Foreign Secretary's minute to the Prime Minister.
