4. Classification Societies to whom authority has been delegated with respect to Hong Kong registered and United Kingdom registered vessels are:-

(a)

Lloyd's Register of Shipping:

(b) The British Committee of Bureau Veritas;

(c)

The British Technical Committee of the American Bureau of Shipping;

The British Committee of Det Norske Veritas; and

(e) The British Committee of Germanischer Lloyd.

For Hong Kong and United Kingdom registered vessels surveys for the issue of Safety Equipment Certificates and Safety Radiotelegraphy Certificates are still undertaken by Government Surveyors.

The Hong Kong Government is ever conscious of its obligation to spare the shipowner unnecessary expenditure and is therefore always willing to delegate authority for survey procedures where appropriate. However, it must be satisfied that no conflict of interest on the part of a Surveyor to a Classification Society can exist bearing in mind that there can be fine distinctions when the prime consideration is the safety of the men who sail in the ships and when it is the safety of a ship and its cargo as a commercial risk.
