Hugh Norman Walker has now replied to your letter of 16 September. He has also enclosed a very useful brief by the Director of Marine. Acting Governor he used this brief and your letter in discussions with Y K Pao last November.

Briefly, he agreed with Mr Pao that
As
(a) the Director of Marine might use his
powers of exemption for officers other than the Master (who would still have to be British) provided it was understood that other officers would need to be of a standard to meet British requirements; and
(b)
further consideration would be given to the creation by local Ordinance of a Hong Kong Register (which would not exempt Hong Kong from its obligation under international agreements entered into on its behalf by the United Kingdom).
Though no action is required until more formal advice is requested on this latter (long term) point, a copy of these papers has been sent to Marine and Transport Department for their record and should they have any preliminary comment.
