We spoke this morning about Y. K. Pao's forthcoming visit to Britain. We have heard from Sir Murray MacLehose, the Governor of Hong Kong, that he recommends that if the Prime Minister has time he might see Mr. Pao. The Governor's view is that a man who can build a fleet that will shortly amount to 9 million tons is of interest in himself and represents a considerable asset.

The Governor is sending us a brief to which we will add material if necessary. I hope to be able to send it to you shortly but should be grateful if your secretary would let me know the time of Y. K. Pao's appointment.
