You asked about Mr Pao's call on the Prime Minister.
A copy of No 10's letter about this is attached. This is primarily a matter for the DTI in the first instance. They will of course send round their views to all interested departments including ourselves. We will consult Hong Kong. The DTI will then submit our combined views to No 10. We have already written to Hong Kong about this.
3. I shall make sure that Mr Royle sees the draft of what it is proposed to say to the Prime Minister before any submission is sent to No 10.
