Dear Friends,
I am instructed by the Fair Practices Committee to bring to the notice of seafarer and docker affiliates of the ITF the fact that, at the meeting of the Fair Practicus Committee held in London on 11 and 12 January 1972, it was decided that a procedure should be established whereby a closer surveillance could be kept on the conditions of employment of seafarers serving in flag of convenience ships and upon the compliance with maritime safety requirements by masters and owners.
The suggestion made and agreed to by the Committee was that affiliates in ten key sea ports should be requested to allow an official of their unions to carry out this work on a part- time basis. The Seafarers' International Assistance,
Welfare and Protection Fund would contribute £1000 per year towards the cost of cach official's work which would be as follows:
a) To board any flag of convenience vessel arriving in his port and to check whether she has a custodian agreement with the ITF covering conditions of employ- ment of the crew.
b)
If the vessel is in possession of an ITF Blue Certificate certifying that she is under agreement with the ITF, the official would check with the crew that the terms of the agreement are being complied with. If not, he should take whatever action is possible to ensure compliance.
c) The official would check on the seaworthiness of the vessel, the safety equipment and whether, in the interests of dockers, the cargo working rear is in a safe usable condition. If any shortcomings are found to exist in any of these respects, appropriate action to have these remedied should be taken whether or not the vessel is under ITF agreement.
