Mr Foggon is on leave but asked me to say, in con-
nection with your minute HK 21/2 of 27 July to Mr Grattan,
that if a result of a Hong Kong registry would be to
bring about a reduction in standards then the scheme
would inevitably attract criticism from such bodies as
the UK National Union of Seamen and the Internationcl
Transport Workers' Federation.
