explained that a draft re ort on the possibility of a new schone for the registration of ships in Hong Kong has now been sent to the FCC for comment. The PCO will be consulting Hong Kong and, depending on the outcome of these consultations, it may then be necessary for two DTI technical experts to visit long ong to anke a detailed assessment of the consequences of possible courses of action. I have noted the need to let you have a further report on the position before the rime Minister visits va, an although i doubt if we can complete a review in Hong Kong by then.
