LGI TRATION OF SIFFING IN HONG KONG
I am enclosing a copy of a letter which we have just received from Archer of Marine Division of the DFI.
2 As you will see, the Dil have suggested that you should discuss the question of registration of shipping in Hong Kong with the Hon Iong authorities. They have enclosed their draft report, on which they would like Hong Kong's comments, and a list of questions as a basis for your discussions. Since you are already familiar with the general problem, I hope you will be able to find time to take this on. I suggest that you discuss it with Derek Jones, the Deputy Economic Secretary, perhaps jointly with the Director of karine and the Labour Commissioner.
3 You will see that the DTI have enquired whether we think it would be helpful if they were to send out one or two officials from their harine Division to Hong Kong to look into the situation. I think we could best answer this question on the basis of your advice after you have had at least a preliminary discussion. Since there is some urgency about the question, perhaps you could send us a telegram on this point.
