Dear Mr. Grieve,

I wonder if you can help me ? The Daily Telegraph today has reported your efforts to secure additional protection of human rights under the Convention and no doubt you are aware of the enclosed deolaration.

I am sure you will appreciate that the offoot of this is that whilst the majority of teritories, for which the British Government has responsibilities in international relations, are regarded as coming within the provisions of the Convention, ono, the subordinate colonial administration of Hong Kong does not. This, whilst allowing petitions on human rights to be submitted from other territories under Article 6 (Civil Rights and Obligation effectively blocks similar petitions from Hong Kong, and without any comparable alternative available in the Colony is a direct denial of rights freely available in other territories.

If there are special reasons for this situation I should like to know them or perhaps alternatively you can suggest what can be done to see that the protection of the Artioles of the Convention are available to all territories.
