Please see the letter below from Mr Percy Grieve MP, enclosing an enquiry about the exclusion of Hong Kong from the British ratification of the European Convention on Human Rights.

2. The history of Hong Kong's decision not to accede to the Convention is set out in the various flagged papers on the attached files. There seems to be no "stock" reply to this question but the answer as used in 1957 at flag E is perhaps still appropriate.
3. I should be grateful for early comments on the attached draft submission and replies.
