it would be helpful to have some definition of who is covered by the definition of the Citizen of the UK and Colonies who is not a UK belonger.

I assume that it covers belongers to other Dependent Territories (except the New Hebrides) and those Asians in East Africa who still maintain their citizenship of the UK and Colonies but there may be others.

I should make it clear that I think your recommendation is right and the point in paragraph 4 of the submission is a strong one in assessing the seriousness of objections to the law as now passed.

On a point of drafting it would be clearer if we avoided the term "UK patrials" except in relation to UK law. The phrase does not occur in the Hong Kong law.

Could you have the submission looked at again in the light of these comments?
