Thank you for your letter 93/17 of 11 July.

2 Migration and Visa Department do not wish to introduce passport endorsements when it has been already decided to exempt UK citizens from the Hong Kong visa requirements. Briefing and Travel Section will, therefore, issue a letter on the lines of the one referred to in paragraph 1 of your letter under reference, to all who are appointed to the British Trade Mission. A copy of this letter is enclosed for information. Since HM Diplomatic Service Overseas Reference List gives no hint of the organisations in Hong Kong which are administered by the Trade Commission would you please forward a list of these organisations so that Briefing and Travel will know which travellers qualify for a letter.

3 The letters will be issued to staff going from the UK to Hong Kong on first appointment. From the information given at paragraph 2 of the Hong Kong Immigration Department's letter (3) in CW 3700 - 1/72 of 18 July 1972 to the Trade Mission, I would assume that the Trade Mission will arrange to provide similar letters to staff already serving in Hong Kong when they wish to travel on leave or business but perhaps you would kindly confirm this.

4 A suggestion has been made that all that is required in the light of the new Hong Kong Immigration regulations is that the Trade Mission should inform the Hong Kong Immigration Department in advance of the name and date of arrival of new staff appointed to take up duty in the Mission on the assumption that this notification would ensure the appointees' unrestricted entry into Hong Kong on arrival. You have no doubt considered the pros and cons of such a procedure and perhaps you would let me have your views in due course. In the meantime Briefing and Travel Section will issue a letter to all who qualify for one and are travelling to join you in Hong Kong.

5 I am forwarding your letter to Personnel Services Department who will take up the question of refunding the Hong Kong Immigration fer already charged.
