Duke of Edinburgh's Award (Exhibition)

Mr. John Hannam asked the Secretary of State for the Environment if he will arrange for the Duke of Edinburgh's Award to hold an exhibition in the Com- mittee Floor Lobby during the week commencing 27th November, 1972.

Mr. Channon: Yes. I have arranged with the authorities of the House for the exhibition to be on show in the Upper Waiting Hall from Monday, 27th Novem- ber to Friday, 1st December, 1972.

Parking (Disabled Persons)

Mr. Arthur Lewis asked the Secretary of State for the Environment whether he will introduce legislation to enable police forces and traffic wardens to show discretion towards disabled persons when parking their vehicles where a disabled person's badge is properly exhibited.

Mr. Peyton: Legislation is not needed. Local authorities can already extend such discretion to police offices and traffic wardens.

Traffic Signals

Mr. Arthur Lewis asked the Secretary of State for the Environment in view of the fact that a moterist found stopping at a defective red traffic signal may not be able to proceed or reverse without the possibuity of committing a traffic offence, whether he will introduce legislation to permit a motorist to treat a red traffic light signal which can be proved defective as if it were a stop or give way signal.

Ugandan Asian Resettlement Camps

Mr. Artur Lewis asked the Secretary of State for the Environment what is the Government's policy on what is to happen to the Ugandan Asian resettle- ment camps as and when they become vacant; and whether he will set up a committee to investigate the best way in which these can be used to aid in the rehousing of the aged, sick and pour of this country.

Mr. Channon: When the Service camps at present being used as resettlement centres for the Ugandan Asian refugees become vacant the Government intend either that their previous Service use should be resumed or that their disposal under the redundant lands and accommo- dation procedures should continue. I do not propose to set up a committee of the kind the hon. Member has suggested since I do not think that this type of accommodation is suitable for the purposes he has in mind.

Turkey (Aid)

Mr. Deakins asked the Secretary of State for Foreign and Commonwealth Affairs what is the latest annual figure for United Kingdom official capital aid to Turkey and what percentage this figures represents of total official capital aid to non-Commonwealth States.

Mr. Wood: £7,527,000 gross in 1971-72.; 39 per cent.

Hong Kong

Mr. Sillars asked the Secretary of State for Foreign and Commonwealth Affairs why, earlier this year, the Hong Kong Immigration Department dropped the term colony from its passport and immigration stamps.

Mr. Kershaw: No recent changes have been made in the wording of Hong Kong passports and immigration stamps, none of which contains the word “ Colony.”

Mr. Sillars asked the Secretary of State for Foreign and Commonwealth Affairs which International Labour Organisation conventions, ratified by the United King- dom, are not fully operative within Hong Kong because they are garded as in- applicable due to local nditions; and which conventions have been inodified before becoming operative in that colony
