REVISED COMPOSTION OF URBAN COUNCIL
Supported By Overwhelming Majority

The Hon. P.C. Woo said today that Unofficial Members of the
Legislative Council supported, by an overwhelming majority, the proposed
revised composition of the Urban Council.
"The view of the Unofficial Members of this Council is that
the equal balance of 12 elected and 12 appointed Members proposed in the
White Paper is just about right at the present point of time," he said.
Mr. Woo was speaking in the Legislative Council in support of
the motion to adopt the White Paper on the Urban Council.
"We also agree with the proposed functions of the Urban Council
and with the general principles of the other changes proposed in the White
Paper including the very important changes in the sphere of finance," he added.
As a result of recent meetings with representatives both of the
elected and of the appointed Members of the Urban Council, he and the other
Unofficial Members had been able to obtain a greater insight into the problems
presented by the White Paper, and also the divergent views on some of the
proposals held by the various shades of opinion within the Urban Council
itself, he said.
