(ii) the question of introducing full translation
facilities to enable non-English speaking persons to serve on the Legislative and Urban Councils and more such persons on Boards and Committees be reviewed after (a) has been implemented; and
whether, subject to whatever detailed investigation is required and provision of the necessary funds by the Finance Committee of the Legislative Council, a sample recruitment exercise should be conducted as a first step towards the implementation of these recommendations,
