APPOINTMENTS FROM THE BAR TO THE BENCH IN HONG KONG
1.
You have seen Mr Laird's Minute of 18 February (8) recording his discussion in Hong Kong on this subject. Sir L Monson has expressed a wish to discuss this further with the Department and Mr Rushford (see 6) when we have received the two petitions together with the Governor's views.
2. The two original petitions addressed personally to the Secretary of State - were dated September and November 1971. There has since been an MP's letter on the subject: exchange of letters, between Mr Royle and Mr John Tilney MP at (5) and (7). As it is now mid-March, I think we ought to press Hong Kong for the petitions. If you agree, Mr Laird might like to write to Mr Roberts the Attorney General. a draft.
