APPOINTMENT OF JUDGES OF APPEAL IN HONG KONG

1.

When Mr Rushford sent you his minute of 13 March he did not have in front of him all the back papers in particular Sir David Trench's letter to Sir Leslie Monson of 5 May 1970.

2.

Apart from this, it seems to me that in the light of the exchange of correspondence between London and Hong Kong in 1969/70 it would be best if Mr Rushford could discuss the latest proposals with the Attorney General and others when he is in Hong Kong later this month. Sir Leslie Monson will also be interested in the matter. In the circumstances would you please prepare a draft brief and a draft submission (with copies of the relevant back papers attached).
