1. I attach a draft submission in respect of the Bar and Bench Petitions.
2. These amount to a retyped version of the papers returned to us this week by the Legal Department incorporating their comments, also a draft letter from Mr Wilford to sir Murray MacLehose. The Legal Department has not yet seen the letter and may therefore wish to comment.
3. As drafted this submission is shown as emanating from Hong Kong and Indian Ocean Department.
If you prefer I will ask Mr Jatt that it should issue from this Department but I am afraid this would mean he would have to consider this question from scratch
