We are concerned that if we do, as you suggest,
await further views from the Hong Kong Government, the
two petitions to the Secretary of State whixh will be
further delayed for some time.
Would it not be possible now to follow the course
suggested by Mr Laird after his conversation with Mr
Denys Roberts (his minute of 18 July at (37) refers) -
that is that we should submit on the two petitions
as recommended by the Governor in order to obtain the
