should have succeeded in persuading individuals, who should know better, that the real motive behind HK-TVB's desire to be allowed to give evidence (and, therein, help towards a solution) on this issue is to cause delay in bringing the Second Wireless Station into operation.

In my view, the Board of HK-TVB has been altogether too gentlemanly and courteous to be prepared to counteract the exercising of outrageously unfair political pressures by representatives of R.T.V. and Commercial Radio. As an overseas representative of HK-TVB, I have no such inhibitions and, hence, my request to see you. Mr. Nigel Watt had made clear to me that he regarded the new legislation in the light of a 'fait accompli' and I, therefore, concluded that the only hope for redress and a change in the proposed legislation was to make a forthright case to you direct.
