Many thanks for giving me an opportunity to discuss with you the difficulties confronting HK-TVB Limited.
At this meeting I put our problems, as I see them, as forthrightly as I could. From what you said, however, I know that you had reservations - particularly on two of several points which I sought to establish:-
1) That HK-TVB's engineering staff specialists on
transmitters and propogation have not been called into consultation by the Television Authority to consider the very real technical problems arising from the Government's apparent intention of appropriating up to three of HK-TVB's existing frequencies on BAND 4 and forcing HK-TVB to use substitute frequencies on BAND 5.

I claimed that Sir Y.K. Kan had a sufficient degree of association of interest (political, not financial) with Mr. George Ho - who controls Commercial Radio and who is a vociferous contender for the Third Chinese Channel - to merit his disqualification from participating in Executive Council debates and meetings concerning Television legislation.
After our discussion, I was in Hong Kong long enough, before leaving for London, to check again on both these points and I stand by both. Further discussion with those responsible in HK-TVB establishes, entirely beyond doubt, that there has been no worthwhile discussion, whatsoever, with the Television Authority on the problems arising from the re-allocation of frequencies. The technical staff, and the Board, of HK-TVB remain apprehensive about the completely needless risks of trans mitter cross interference which the Authority's present plan entails. We all feel it to be especially repugnant that R.T.V.
