NOTES ON LETTER

In amplification of paragraph 3 of my letter dated 16th November 1972. Under the transmission propagation plan which has been put forward by the Television Authority (prepared by a

Canadian) TVB would be forced off certain channels in Band IV,

in particular one transmitter/translator covering Tsuen Wan and

Happy Valley in which areas TVB has over one million viewers.

Presumably TVB would then be required to go into the Rand 5 to

cover these areas. This would mean our present very large audience will have to buy new TV sets in order to receive TVB signal since it is not know how many sets owned by viewers in these areas are made to receive Band 5, or at the least they would have to incur

the expenditure of installing new aerials. Put in other way, it is tantamount to handing over one million audience to the new licencee having taken it from TVB. Our Chief Engineer who has had practical experience of broadcasting in Hong Kong from our inception has grave doubts that the plan so far put forward is a sound one and could cause problems of interference.

Since TVB is at present the only interested party in the

TV Ordinance, we would request an opportunity to examine the draft legislation and to make any suggestions or comments before it goes

to Executive Council. We recall the experience of the announcement made on 18th April 1972 concerning the future of television in Hong

Kong when a copy of the announcement was sent to the Managing Director after it had been released without giving us any opportunity to make any comments although our Company had placed at the disposal of the Working Party all our experience both technical and managerial.
