latter told him that we would ensure that his representations
were fully considered. He will therefore expect Ministerial

wishes (by which time the Governor's public announcement will
have been made and we should be able to offer Colonel Stirling
the small comfort of a longer tender period for the third

Mr Royle has also agreed to see Mr Dundas of Rediffusion
on 19 December. His interest is simpler. Rediffusion want
the tenders for the second wireless channel to go out as soon
as possible so that Rediffusion (who have not been promised
the contract but expect to get it) can go on the air with the
minimum of delay.

I recommend that Mr Royle should tell Mr Dundas that we
understand a decision has now finally been taken by ExCo to
call for tenders about the end of January subject to there
being no unforeseen Legislative Council delay in passing the
bill to amend the television ordinance. Even if there were
such delay, it should not exceed two weeks.
