an offer be made and accepted, legislation on the lines recommended in paragraphs 10 and 15 could not be brought into force until the second wireless television licensee had commenced broadcasting and Rediffusion's extended licence had lapsed.

It is also relevant to note in this context that Redif- fusion has, when consulted about the copyright legislation mentioned in paragraph 16, agreed to an amendment of its current licence under which it will be inhibited from relaying any television wireless broad- cast. This is however on the understanding that Government will not permit any ADS installations until its policy with regard to wired services generally has been made public and Rediffusion afforded an opportunity to make representations. In consequence it will not enjoy a possible advantage over competitors even if the recommendation in paragraph 19 is accepted.

Matters for later consideration

The Working Party's recommendations (72 and 80) on the amendment of the Buildings Ordinance to require the installation of ADS in new residential buildings and on the renewal of Rediffusion's wired sound licence will be the subject of separate memoranda. The question of closed circuit television in hotels, restaurants, shopping arcades or private buildings, particularly in relation to programme origination services, will also be the subject of a separate memorandum in due course.

Honourable Members will be asked to advise:

whether the Telecommunication Ordinance (Chapter 106) should be amended to exclude ADS from the category of telecommunication apparatus requiring a licence and whether separate consideration should be given to the need for legislation to ensure that it is used solely for relay purposes and is installed with due regard for public safety. (Paragraph 10);

whether the Telecommunication Ordinance should be amended to permit the Telecommuni- cations Authority to issue CATV licences, subject to the conditions set out in paragraph 15 and such other conditions as he may consider desirable. (Paragraph 15);

whether no licence for the operation of advanced

cable systems should be issued until the feasibility

of and need for these in Hong Kong has been

established. (Paragraph 17);
