(b) On the issue of its licence the fourth]
licenses shall pay to Television Broadcasts
Limited and to each of the other licensees a
sum equal to one twelfth of the costs of
establishing any facility referred to in
subclause (5).
(c) The costs of establishing any facility
referred to in subclause (5) shall be the costs
determined under that subclause and shall not
be open to dispute for the purpose of this
subclause.
(7) (a) The second licensee shall establish and
develop all transmitter sites and facilities
which may be required in addition to those listed
in subclauses (2) and (3) to the satisfaction of
the Television Authority.
(b) The second licensee shall pay the full
costs of establishing and developing any transmitter
sites and facilities other than the transmitter
sites and facilities listed in subclauses (2) and (3).
(8) (a) On the issue of its licence the third]
licensee shall pay to the second licensee a
sum equal to one half of all costs incurred by
the second licensee under subclause (7).
