The Report of the Working Party is confidential and it is clear from the Executive Council decision that no public announcement on the Hong Kong Government's policy with regard to the future of wireless television is to be made pending the completion of further action on outstanding points.

It is, I suppose, possible that copies of the Report were handed in confidence to the two Companies for their own information. is also the case that Sir Sidney Gordon, who is an Executive Counsellor, is also Chairman of RTV (Hong Kong). Unless the two Companies have in fact been given copies of the Report it will not be possible to discuss it with Mr Dennis, or to mention the Executive Council decision.

8. We are at present waiting to hear the reactions of the two Companies to the latest proposals of the Hong Kong Government for resolving the copyright problem. It is to be hoped that the decision taken by Executive Council in the matter referred to above will not adversely affect that issue.
