It is axiomatic that sales of television sets are stimulated by competitive broadcasting. The absence of a competitive situation has the revarse effect on set sales.

The Colony will lose its major source of television talent in Hong Kong - Rediffusion'a Artistes Training School which would be compelled to close in April 1973 or earlier, as well as the Technical Training School.

The additional cash benefits accruing to TVB, firstly through having no broadcast competition from the time its legal monopoly expires in November 1972, and secondly from not even having the necessarily limited competition of Rediffusion as from May 1973 (a situation lasting until aither February or September 1974) will be of the order of either $19 million or $34 million, as the case may be.

This should produce such a marked entrenchment offect on TVB (by it being enabled to increase investment in equipment, technical staff, artistes and programines) that it would be extremely difficult for a later competitor to compete effectively. This is particularly important as TVB would have been presented with the opportunity to "corner" the best local and foreign programme material over the long term.
