Mr. Gaminara's minute of 3 March (at doc. 2) gives a brief summary of the Working Party's Report annexed to the file (which I have read right through). Rediffusion's position has held up Hong Kong legislation on copyright which we have been pressing Hong Kong Government to pass for some time. The International Federation of Phonograph Industries are currently lobbyling HMG on this subject. (The copyright file is in action with Mr. Laird at the moment).
