will be calling on Mr Royle at 3.30 pm on 7 September, and the
Minister may therefore wish to refresh his memory on the
subject. I accordingly attach my submission of 19 July,
together with memoranda supplied by Rediffusion.
2. We have so far only had an interim reply from Hong Kong
(telegram No 675). This indicated that TVB were strongly
opposed to proposals that they should share their transmission
sites with the new licensees. In this telegram the Governor
also asked if we could arrange for a visit to Hong Kong by a
BBC engineer, who might be able to say authoritatively that
the only solution was for TVB's sites to be shared.
Unfortunately the BBC said that no engineer was available
to visit Hong Kong. They also said that, whilst co-siting
of transmitters was desirable, it was not absolutely
essential.
Hong Kong was so informed (FCO telegram No 648).
3. It is relevant that Nigel Watt, who returns to Hong
Kong on 6 September, has been appointed Commissioner for
Television and Films, and is to devote his full time to
