We received on the 31st July from Sir Sidney Gordon, the Chairman of Rediffusion (Hong Kong) Ltd., a copy of the submission which had been made to Mr. Royle by Rediffusion on the subject of commercial television. (Your telegram 602 dated 24th July 1972 refers). As this submission contained a number of distortions or inaccuracies, we felt that the record should be set straight. I have therefore just replied to Sir Sidney and I enclose a copy of this reply in order that you may remain fully in the picture and can brief Mr. Royle if Rediffusion returns to the charge in London.
