When I saw Mr Clinton, the Deputy Colonial Secretary,
on 19 September, he told me that he thought TVB would fight
to the last ditch to avoid sharing a site with RTV - but
this was based on his impressions of 6 weeks earlier.
also thought that Rediffusion ought to have sought an inter-
view with the Governor before approaching Mr Royle.

4. We have now received a letter from Mr Kidd, as Acting
Colonial Secretary, enclosing his reply to Sir Sidney Gordon,
the Chairman of Rediffusion (Hong Kong) Limited, which contains
the Hong Kong Government's reply to the detailed points
raised in Rediffusion's memorandum and attempts to justify the
delays which have occurred and are still occurring.
It is
not likely to have pleased Rediffusion, but it does give a ?? reasoned statement of the Hong Kong Government's position.
5. Mr Royle told the representatives of Rediffusion on
20 July that if they cared to call on him again in September
he would let them know how matters stood. It is difficult
now to see what he could tell them beyond what he said on the
previous occasion and what has subsequently been conveyed to
them in Mr Kidd's letter - unless he were to say or imply
