4. Unless you feel that we should, as a matter
of principle, print the former Governor's
Valedictory despatch, I would recommend against the
printing of his despatch of 19 October 1971
partly on the ground that it does not meet the
above criteria and is not in a suitable form for
an FCO print and partly because of the time lag
since last October.
