matter, we have agreed with the Foreign and Commonwealth
Office on the terms of this letter to you, with the
request that you will adjudicate as between ourselves
and the Hong Kong Government. Both we and the Foreign
and Commonwealth Office are ready to discuss the matter
with you if you think that this will help.

Office,anil Foreign and/Commonwealth Office and
of the freasury.
