The Building of the Snake Fence in Hong Kong

May we seek your advice on a matter which we have been discussing since 1967, first with the Commonwealth Office and later with the TCC. We have not raised this curlier because both we and the FCO thought it advisable to settle the issue of the defence contribution first.

As you will recall, the Service Departments provided assistance to the Hong Kong Government in connection with the communist-inspired disturbances which occurred in the Colony during 1967. The aesistance consisted of a variety of measures reinforcemento, the loan of specialist troops, additional transport, stores, works services and 30 on and I am pleaseŭ to say that after prolonged discussions between our Command Secretary in Hong Kong and the Colony's authorities, with two execptions all these matters have been satisfactorily disposed of and the appropriate payment has been made by the Hong Kong Government to defence votes.

36 The two exceptions, however, are not inconsiderable. consist of:-

A sum of $173,340 for the cost of materials (including the cost of their transport from Singapore to Hong Kong) for the crection of a barbed wire fence within Hong Kong territory parallel to, but a little way south of the actual border line,

The sum of £20,691 being the cost of stores provided for ditional works services on the border undior a military operation kuown 93 "Highland Eonnet".
