I apologise that it has taken us a little while
to reply to your letter ref. HKK 10/9 of 20th October.

We are proposing to put your helpful proposals to Finance Committee for the meeting on 3rd January 1973. We have done a fair amount of research into what actually happened (hence the delay) and have, I hope, hit upon a way of presenting your compromise that stands some chance of success. But we can't be too sanguine where defence payments are concerned. I will let you know the result as soon as I can.
