As a result of this expansion, about 4,000 graduates emerge from
communist schools in the Colony each year. Their academic standards are low, their
opportunities for employment poor, but they have had between six and ten years of
political indoctrination and have been taught to despise Government and the existing
social order. Their presence is, therefore, a considerable threat to the security
of the Colony. (paras. 38-43 & 52-54)

The main attractions of communist schools are no longer financial. Many
parents send their children to them because of discreet pressures from their
employers or trade unions or because their livelihood is somehow linked with the
CPG. But others are attracted solely by their convenient locations, the continuity
of education they offer and their out-of-hours activities. (paras. 34-36 & 52-54)

There seems no reason why communist schools should not continue to
flourish. Once the communists are satisfied that they have made sufficient progress
in the primary and secondary fields it seems probable they will turn to the post-
secondary field, in which they have not, so far, been active. (paras. 24 & 25)

So far, the communists appear to have put their main effort into building
or acquiring new schools and branches which they control completely from the start.
The technique of penetrating and converting existing non-communist schools does not
seem to have been adopted. Although they sometimes take part in public events with
other schools their united front effort seems very limited. (paras. 16-24)

For political reasons, Government has to accept the existence of a
communist sector in education. There seems, however, no political objection to
tighter control in those areas such as registration of teachers, numbers of pupils
and the running of unregistered schools where the communists are breaking the law.
The enforcement of these regulations would act as a deterrent: so far their expan-
sion programme has gone unchallenged. (paras. 27 & 62-65)
