The pattern that emerges from these figures is the communists have

expanded the number of places available over the whole existing range of schools

from Kindergarten to Senior Middle. They have not sought to break new ground in

the field of post-secondary education. Tn the New Territories, whereas previously

there were a few small schools in communist dominated areas there are now branches

of urban communist schools in all major population centres. In the urban areas

expansion has been less spectacular since the communists already had more or less

adequate facilities. The opering of new schools in resettlement estates is, how-

ever, of major importance and indicates the probable trend for the next stage of

development.

THE NATURE AND SCOPE OF COMMUNIST EDUCATION

Having, in general terms, quantified the problem it is necessary to

consider in greater detail the kinds of communist schools, what sort of pupils

caid teachers they have and what they teach. For this purpose a communist school

is taken to mean a school which is completely responsive to control by the Party.

Other schools which may have communist supporters on the staff, but not yet in

control, are not taken into account.

The following are the main categories of communist schools:-

(a) Registered Schools (Excluding W.C.E.P.A.)

The bigger institutions in this group cater for all

ages from Kindergarten to Senior Middle. Several

provide places for more than 1,000 pupils and the

largest now has an enrolment of more than 6,000. Some

of these registered schools operate one or more branch

schools either in the urban area or in the New Territories.

A branch school is, in fact, a separate establishment with

its own premises and staff, although the parent school
