of the schools, the continuity of education they offer and
their out-of-hours activities.
POSSIBLE COUNTERS
(h) There are two complementary methods of containing and
preventing the growth of the communist educational system,
namely, use of legal sanctions and the provision of a more
attractive alternative. The only real counter is to provide
better facilities so that only the dedicated few will wish
to attend a communist school. However, action has been
initiated against schools which operate in breach of the
Education Ordinance.
CONCLUSION AND RECOMMENDATIONS
(i) The main attractions of communist schools are no longer
financial. It is recommended that action in the form of
warning letters, visits and finally prosecution should be
taken against communist schools which persistently evade
the requirements of the Education Ordinance with regard to
excess pupils and unregistered teachers and that unregistered
schools should be forced to meet the requirements of the
Education Ordinance or else close down. However, the
provision of better facilities is seen as the only real
means of holding the present situation and preventing the
