exercises a supervisory function. There are at present

32 schools with a total of 80 branches.

(b) W.C.E.P.A. Schools

The W.C.E.P.A. was originally organised on charitable

lines to provide basic educalica for children of the

labouring class at a time when Government was unable

to provide cuitable places..It received a Government

subsidy until 1959, but long before that time it had

passed completely under communist control.

The W.C.E.P.A. is still primarily catering for the

children of trade union members. It now runs fove day

schools, all save one at primary level. The one

exception takes children up to Middle 3 standard.

Association also runs five evening schools for young

workers, using the same premises.

Attendances at the

10 schools, all of which are duly registered, totals

about 7.000.

(c) Non-Registered Schools

The principle non-registered schools, which by definition

are operating illegally, are situated in the Kowloon Walled

City, where the authority of the Education Department has never

been enforced. There are about 1,500 pupils at four communist

schools in the area, the largest of which accounts for 1,000

puplils. Outside of the Walled City there is une non-

registered school operating in the premises of the Seamen's

Union.

(a) Recorded Schools

There are also a number of recorded schools which operate

in union premises, and which cater mostly for workers'

children. The total enrolment in these union schools is

estimated at to be around 1,800 giving a grand total of

3,200 pupils at non-registered and recorded commúnist

schools.
