In sum, expansion throughout the Colony during this period amounted to five new
schools and a number of extensions of existing schools. The total permitted accommodation rose from 13,689 to 19,318.

Emphasis has been upon Kindergarten and Primary facilities as may be
seen from the following figures:
(a)
Kindergarten: enrolments increased from 635 to 1,829
through the opening of the new establishments.
(b)
Primary: increased enrolments from 11,202 to 17,748
pupils.
(c) Secondary: new facilities allowed an expansion from
5,777 to 6,083. This, however, takes into account the
closure of two schools during the period, without which
a much higher increase would be evident.

Others: enrolments rose from 74 to 507.
Expansion April 1969-March 1970

March 1969 seemed to mark the end of the first phase of the commun:st
expansion plans in the urban areas. A period of consolidation ensued during which
efforts were made to fill the new schools and to resolve the numerous administra-
tive problems which such a rapid expansion had brought in its wake.

Expansion in the New Territories continued, however, and within the
next 12 months enrolments in communist schools there almost doubled to reach the
figure of 2,827. This increase was reflected evenly throughout the range of
classes from kindergarten to secondary level. In the urban ares the only notice- able change during this period was in kindergarten enrolments in Kowloon which
